An office/cafeteria redevelopment of the former St. Louis County Jail building is receiving a $225,000 boost from the Minnesota Historical Society. The money will largely fund a new roof for the historic structure, with work to be completed before winter begins, said developer Grant Carlson of Blue Limit-Duluth. A second construction phase will install heating, ventilation and air conditioning, with the final phase addressing tenant build-out. Carlson hopes to secure a business that will offer cafeteria-style meals on the lower level. “This is a great day for the City of Duluth and historic preservation,” City Councilor Dan Hartman said at a morning news conference. Hartman has strongly supported preservation of the former jail, located at 521 W. Second St. Mayor Don Ness said the cash infusion enhances the partnership between Blue Limit, the city, county and state. The grant was secured with assistance from the city's Community Development office. The project also is eligible for historic state tax credits. Of 56 grant recipients, the jail rehabilitation received the largest award. “We really lucked out,” Hartman said. Carlson said it's too early to estimate total rehabilitation costs. His firm currently is in the process of seeking lenders to finance the project.
