Jauch to chair study committee on emergency management and continuity of government

State Senator Bob Jauch (D-Poplar) will chair a Legislative Council Special Committee on Wisconsin Emergency Management and Continuity of Government this summer and fall. This committee will address and review State emergency operations, review and codify disaster assistance statutes and evaluate proposals to assure continuity of government in the event of emergencies or terrorist attacks.
Jauch says that while the committee was formed earlier this summer the recent flooding disaster will allow committee members to specifically review State programs to assist local communities and citizens following disasters. “As thousands of citizens recover from the recent flooding we will have the opportunity to evaluate strengths and weaknesses of our disaster response efforts as well as concentrate on ways in which community disaster assistance programs can be enhanced to assure that Wisconsin does everything possible to assist citizens following disasters,” Jauch said.
“From the outset one thing is clear. Wisconsin emergency responders, emergency management teams, community leaders and nameless volunteers deserve commendation for superb efforts to respond to unprecedented flooding. FEMA officials have praised the Wisconsin effort as a model to follow. The Legislature must be equal to the task in offering programs, policies and assistance in the rebuilding of damaged communities,” Jauch added.
Following the Stoughton tornado in 2007 Jauch worked with other lawmakers to significantly update Wisconsin’s disaster assistance program to provide assistance to communities that were not certified as a FEMA designated disaster. Over $3 million was made available for statewide assistance in that program. “It is essential that the committee review state appropriations and other policies that may restrict communities already overburdened by circumstances well beyond their control,” he said.
The committee will also review and consider recommendations to assure continuity for government when standard government operations are either limited or prevented due to natural disaster or enemy attack. Since 2001 Legislative bodies have been considering modifications of emergency meeting provisions if members are prohibited from gathering at the State Capitol.
The Emergency Management Study Committee is one of eleven committees established to review major issues and problems across Wisconsin. Unlike most Legislative standing committees study committees are bi-partisan and include citizen members whose expertise is valuable to the review process. Representative Joan Ballweg (R-Markesan) chaired a similar committee in 2006 and will equally share responsibilities in guiding the committee discussion. “Joan is recognized for her knowledge on emergency management issues but as a legislator whose district is recovering from flood damage she will offer real world insight into the challenges we face,” Jauch said.
The committee will meet several times over the summer and fall and will make recommendations to the Legislature next year.
